Campa Avvocati once again winners at the EU General Court

We are proud to share that the Campa Avvocati team, composed of D. Rovetta, M. Campa, and V. Villante, has secured a second favorable judgment before the General Court of the European Union on behalf of Mr. Pavel Ezubov (Case T-273/24), an individual listed under Council Regulation (EU) No 269/2014 concerning restrictive measures related to actions undermining or threatening the territorial integrity, sovereignty and independence of Ukraine.

The judgment, delivered on 25 June 2025, marks the second time the EU Courts have ruled in favor of Mr. Pavel Ezubov — following the earlier decision in Case T-741/22 — once again confirming that this listing lacked a sufficient legal and evidentiary basis.

Beyond its importance for our Client and the Firm, this outcome is a significant affirmation of the European Union’s fundamental values. In a context marked by heightened geopolitical tensions and foreign policy measures, the judgment stands as a reminder that the rule of law remains the cornerstone of the EU legal order. Individuals subject to restrictive measures must be able to rely on procedural guarantees, judicial review, and reasoned decision-making — principles that endure even in matters of international concern.

We view this result not only as a professional success for our team, but also as a contribution to the strengthening of legal certainty, transparency, and accountability in the EU’s external action. It reaffirms that no listing is immune from scrutiny and that the legitimacy of the EU’s sanctions policy ultimately rests on its adherence to law and due process.

We are grateful for the trust placed in us and remain committed to delivering principled, effective representation in this challenging and evolving area of EU law.
