By judgment of September 16, 2026, in Case T-460/24, the General Court of the European Union annulled the recent EU sanctions covering the year 2025 against the well-known Russian pop singer Polina Gagarina.
The General Court held that the Council of the European Union had failed to provide a sufficiently specific, precise and consistent body of evidence establishing that Ms Gagarina continued to satisfy the relevant listing criterion at the time of the 2025 renewals.
The judgment confirms an important principle concerning the periodic review of individual restrictive measures: the maintenance of a person on the EU sanctions list must be supported by a sufficiently solid and up-to-date factual basis demonstrating that the relevant listing criterion continues to be satisfied at the time of renewal.
This ruling represents a significant victory for the Rule of Law.
